Assessment method of leasing economic efficiency in innovative development of a construction complex in comparison with crediting

Construction complex as one of the most important sectors of Russian economy needs innovative and technological rearmament. For its accelerated transfer to an innovative way of development technological, material, financial, labor and other resources are necessary. Also there is a need of search of new administrative tools providing accelerated distribution of the sixth technological way in a construction complex. In our opinion, leasing is one of the factors of innovative development of a construction complex and one of effective administrative tools stimulating this development. In leasing transaction the owner of an asset temporarily transfers the right to use an asset to other party. The owner of an asset is a lessor. The other party is a lessee. The lessor makes the lease for a specified time in return for periodic rental payments from the lessee. One of the advantages of leasing is that it provides alternative to ownership. Also lessees benefit from a number of tax advantages. Leasing has many other advantages. The results of scientific research of leasing features are presented in the article in comparison with the credit in innovative development of a construction complex. Efficiency assessment criteria of leasing for innovations in construction are offered. The assessment method of economic efficiency of leasing in comparison with the credit as administrative tools in innovative development of a construction complex is developed and presented.

The monitoring procedure is an integral part for tracking the results of tendering. It’s also necessary for patterns’ identification to make subsequent legislative adjustments. This article includes the Western experience analysis of the state contracts’ tracking with underlining of its main features. The U.S. Federal contract system includes the Act called «The Office of the U.S. state order», which was adopted in 1974. The Act requires creating a system for collecting information about federal government contracts. It is OMB’s obligation. Federal data bank of the state order was created in 1978. The control system of public procurement procedures, serving in Germany, meets the requirements of the EU, but has certain specifics. All the organizations, which are equated to government customers in accordance with the definition of the European Union, are in the sphere of public procurement procedures’ control system. Thus, the state customer is also a number of private entities. The control system includes two instances: 1) the appellate court, which exists in the form of an independent institution; 2) the court, which exists in the form of a judicial authority. The governmental experts’ and scientists’ organization called “State orders forum” is very effective and popular in Germany. Its members exchange their opinions on new developments in public procurement within the country and abroad. The article includes the analysis of the existing public orders monitoring procedures. Also the laws of procurement implementation, which exists at the stage of bidding and contractual obligations, are highlighted in the article. The consequences of ignoring the existing problems of public order in Russia are systematized. The main drawbacks of the state order control system are identified. In this article the existing public systems of the state order monitoring in Russia are inventoried. The requirement of cardinal processing the format and scope of the information is provided. Also the rules, which should serve as a new base for the state order controlling system, are formulated. What is more, the article includes the Moscow Construction Department as an example of the system tracking the procurement procedures. We offer a hypothetical model of the state order economic examination, based on the resulting data rates: price reduction in tendering; the number of participants in the tendering; execution of the contract term; life cycle costs; the quality of products; the presence of documented violations. Each indicator is assigned an importance factor in achieving the overall efficiency, which is defined by experts with the participation of government customers’. Determination of the complex efficiency index occurs by summing the obtained parameters. The results are obtained. The conclusions are formulated. Thus, the vector of the state order analysis direction from monitoring data to the hypothetical model of efficiency examination is defined.

On January 1, 2014, Federal Law No. 44-FZ On the Contract System in the Procurement of Goods, Works and Services to Meet the State and Municipal Needs (hereinafter, the Contract System Law) came into force. It is the new law on public procurement, which improved tendering procedures, implemented new types of organization and the rules of procurement, as well as adopted new tender evaluation criteria. Such innovations will make the procedure of procurement more transparent and efficient and improve the trading mechanism itself, thus, putting its operation to a brand new level. This article will show tender evaluation criteria based on the previous law (Federal Law No. 94-FZ dated July 21, 2005, On the Placement of Orders for Delivery of Goods, Performance of Works and Rendering of Services for the State and Municipal Needs (hereinafter, the Public Procurement Law) and the new law (the Contract System Law) on public procurement, their comparative analysis and the ways to improve open tender evaluation criteria. Open tender is still challenging in terms of organization and long-term with respect to the period for tendering procedures stipulated by the laws. However, as compared to the Public Procurement Law, the Contract System Law provides for twenty-day period for submission of competitive bids before the date of opening of envelopes from the date of posting the notice of procurement in the unified information system. Criteria, their types and significance applied by the customer based on the feasibility of selection depending on the specific tendering play a primary role at this stage of tendering process. At present, pursuant to Part 4 of the Article 32 of the Contract System Law, the customer must use at least two evaluation criteria in open tendering and the contract price should be one of them. Innovation of the laws also lies in the fact that the law establishes so-called cost and non-cost tender evaluation criteria, namely: the contract price; quality, functional and environmental characteristics of the procurement target; qualification of procurement participants, including availability of financial resources, equipment and other material resources necessary for execution of the contract, presence of goodwill, professionals and other employees of a certain skill level.

In the article the problem of financing innovative activity in the construction complex is considered. The essence of leasing as one of the factors stimulating transition of the construction complex to new technological way is shown. Leasing represents a special form of financing. In the leasing transaction the owner of an asset (lessor) temporarily transfers the right to use an asset to other party (lessee). The lessor makes the lease for a specified period of time in return for a periodic rental payments from the lessee. The article shows the advantages of leasing in the construction complex and its functions. For example, one of the advantages of leasing is that it provides alternative to ownership. Also lessees benefit from a number of tax advantages. We offered a model of leasing relations in innovative development of the construction complex. In frames of this model, in our opinion, it is expedient to assign functions of management by a leasing cycle in the construction complex to engineering companies, for the purpose of increase of efficiency of its innovative activity. The functions of leasing are specified and their classification in innovative development of the construction complex is presented. We proved a leasing role in modernization of the construction complex in the conditions of transition of national economy to an innovative way of development.

The method of expert evaluation is used in the cases when there is lack of efficient formalized methods for choosing necessary measures for solving production or scientific problems. In construction industry the field of application of expert evaluation method is quite wide. In the article the method of expert evaluation is described, the data on the peculiarities of producing three-dimensional utility blocks on hypso-cement-trass concretes on the Khoroshevsky Concrete Products Plant DSK-1 is presented. The authors present pall results and expert evaluations on ten-point scale. Expert opinions were processed using mathematical statistics method. The results of statistical indicators calculation is presented and optimal ways of raising the production efficiency for three-dimensional utility blocks are chosen basing on them.

The author addresses solutions to problems of the housing and utilities sector (including a substantial depreciation of fixed assets of the municipal infrastructure, a gap between domestic utilities management technologies and those employed worldwide, and the fund raising problem) through power saving actions to be facilitated by small innovative enterprises. The proposed solutions contribute to formation of new jobs in the regions, reduction of power consumption and higher efficiency of regional economies due to reduced costs and rates (prices) set for utilities-related services, and improvement of the standard and quality of living. The principal objective is to develop a set of procedures and criteria to serve as the basis for the selection of tools of power saving innovations in the housing and utilities sector of regions and municipalities. The above actions are to be implemented through the involvement of small innovative enterprises.
The basic tools (instruments of the state social and economic (including innovation-related) policy, that are to stimulate subjects of innovative activities to implement innovative projects in this sector) stimulate energy efficiency innovations in the housing and utilities sector. The proposed set of tools includes tax holidays, subsidies, grants, soft loans, concessional loans, state and municipal orders, etc.
The procedure of selection of instruments of state-initiated innovations designated for the improvement of the power efficiency of the housing and public utilities sector to be implemented by regional and municipal authorities is proposed by the author.
The author identifies several types of energy saving innovations in the housing and utilities sector, based on their systemic effects. Upon identification of the top-priority recipients of state support, financial resources are to be distributed.
Advantages of innovative energy saving projects in the housing and utilities sector, developed and implemented on the basis of the proposed organizational structure, are considered in the paper

The author of the article argues that the Russian construction industry is in need of an effective management system. The essence of the potential management system is that the management impact, irrespective of its origin, must be recognized by individuals as a deliberate need that will bring them particular economic benefits.
Management of the construction industry as one of the most important constituents of the real economy may turn efficient in the event that it is in control of its production, real property and investment constituents in both, so to say, "horizontal" and "vertical" directions. Investment relations run through principal construction operations and any related activities; therefore, they must be represented in the functional responsibilities of the Ministry of Regional Development that is in control of the construction industry.
The construction market accommodates various legal entities. Most of them are controlled by co-owners whose work is under the control of management partners. It is essential that any economic levers that they possess are not predominant. It is vital for any decisions that they propose to be supported by other co-owners (or their majority). And this is feasible in the event of good business relations between the parties.

The author analyzes the methodology of assessment of the investment appeal of state-owned
items of real estate to select their management strategy.
Items of real estate have a dual nature; therefore, they are present both in the markets of real
estate and financial operations. Any real property acquired for income generation purposes (including
asset management, leasing, etc.), is the subject of various financial operations. If bought as a
dwelling, it operates as a real asset.
By identifying the dual nature of the real estate, the author examines the factors that influence
its investment appeal by assessing its relevance as a real or financial asset. As part of the choice of
the management strategy, assessment of the investment appeal of items of real estate is performed.
The author proposes a mathematical model capable of assessing the appeal of investment
projects that contemplate the acquisition of real estate items and effective operation of the real estate
market to select the principal investment strategy.

In the article, the author proves that the resistance to crises that originate both inside the organization
and in the external environment has a great importance in terms of formation of stability

According to the author, the Republic of Tatarstan is included into the pool of successfully
developing regions of the Russian Federation, due to its impressive innovative development successes.
Towards this end, transformations of the local economy and legislation have been completed.
Development of the innovative infrastructure is a core constituent of further development and
improvement of the scientific, industrial and business environment of the republic. The programme
of innovative activities is successfully implemented in the Republic of Tatarstan. It incorporates a
network of interconnected subsystems that represent a legislative and investment base for further
development and expansion of the regional economy. Arrangement of conditions designated to assure
more intensive inflow of investments into knowledge-intensive industries will undoubtedly promote
transformation of results of scientific researches into new or advanced products and technologies.
The top-priority objectives of the investment policy assumed by the local authorities include the
restructuring of the local industry, improvement of its competitive strengths and provision of proven
benefits to international investors.

The article covers the methodology of calculation of the costs of maintenance and repair of
state-owned items of real estate. Currently, a duly organized system designated for the calculation
of operational costs and for the optimization of the cost of extensive repairs and maintenance, is
a prerequisite for the effective use of financial resources and, above all, the budget. This rule is of
particular importance for state-owned budget-funded facilities.
Having analyzed the concept of the real estate operation and the operating costs of maintenance
of state-owned items of real property, available in multiple sources, the authors identify
the following basic breakdown of costs: the cost of maintenance of facilities, costs associated with
regular preventive maintenance, and maintenance of facilities, utilities and construction sites. The
authors propose specific guidelines designated for the calculation of the cost of maintenance and
repair of items of real estate. In this paper, the authors present their algorithm of calculation of the
cost of maintenance of state-owned items of real estate.
Thus, the proposed system may serve as the instrument of effective management of stateowned
property within the framework of the government policy.

Identification of the random component in the development of investment and construction activities play an important role in forecasting future conditions, as well as in determining the optimal technical and economic parameters of the system. In this regard, the task of the hierarchy level of an investment and construction activity is to set the range of possible trajectories and the likelihood of their realization. This is one of the possibilities to justify decisions aimed at bringing investment and construction activities to the path of sustainable growth. As part of the article common technical and economic systems and their constituents are discussed: certain elements (for example: construction production), the task of which is to speed up the overall process of economic growth. The creation principles of controllable economic impacts were formed, which are the driving force of the overall steady growth, which is particularly important in planning and management as a whole, as well as in the design of development trajectories. We described the required conditions for priority development of those elements of the system, which accelerate its overall growth. The Influence System (organizer of the construction) affects the dynamics of growth of the system (contractor). The scientific findings of the article describe the entropy of the probability space of sustained growth of investment and construction activities at a timepoint. Knowing the probability space of the growth of investment and construction activities and identification of entropy can be a useful tool for practical forecasting and planning of the construction and management systems at the levels of the hierarchy.

Current trends in the science and practice of construction indicate the ability to control the economic means of phenomena and processes occurring in the area of investment and construction activities, towards the realization of sustainable development goals. In this regard, the subsystem of planning, funding and pricing implement the problems of resource maintenance of the building complex on the hierarchy levels, the maintenance of homeostatic equilibrium of the system, as well as measure the effectiveness and profitability of production and ensuring processes. The purpose of the article is the search for capability to determine the impact, which are the change in prices for certain types of material and technical resources or reduction of unit costs. Our results are aimed at creating a model for cost control (costs, profit) of an investment and construction project and the development of theoretical foundations of value engineering. Another result of the article is an equation with which you can simulate the effects of intensity changes of individual streams, such as pay increase under certain conditions of construction, changes in the income of an enterprises and other. The features of the article include the recording of the construction hierarchy levels at each time point which depends on the concentration of a certain amount of labor, equipment and the volume of material resources, an optimal distribution between objects and areas of activity, reducing material costs and improving productivity constant. In this case, not only an objective necessity is considered, but also crucial prerequisite for sustainable development. The use of these factors leads to a decrease in the cost of construction of the object as a result of productivity growth and is reflected in the implementation of the final price of construction products.

Providing energy efficiency of newly designed buildings is an important state task which is considered in EPBD directive and the latest regulations on energy saving. Though reducing energy consumption of the existing building is not less important. The majority of the existing buildings had been built before the implementation of modern energy saving programs. That’s why the volume of energy consumption in the existing buildings is greater than in new buildings. In frames of the given investigation the author considers the problem of forecasting the payback period of investment into reduction of energy consumption in a building. The formula is offered for calculating the projected payback period in energy saving with account for capital costs, calculated or actual value of the achieved energy saving effect, rise in tariffs for energy sources, discounting of the future cash flows and the volume and time for return of credit funds. Basing on the offered calculation methods it is possible to compare the efficiency of different energy saving solutions.

One of the tasks a construction complex is facing today is the transition to innovative technological form. New efficient mechanisms of management of its innovative development are needed. It is necessary to involve specialized engineering companies rendering the services in innovative engineering into innovative activity management of the organizations of a construction complex. Within these services we offer the use of new administrative instrument of “innovative leasing engineering”. In the article the functions of the engineering companies carried out within this instrument of innovative development of a construction complex are offered and proved. The management process of risks in this sphere is considered. Classification of risks of innovative leasing in a construction complex is specified. The risks of a managing director of an engineering company are revealed and proved; the risks of other participants of the leasing relations are specified. New approach to decrease the risks of innovative leasing with participation of the managing director of an engineering company is offered on the basis of the methods of risks distribution between the participants of the leasing relations, insurance and hedging of risks.

Institutional approach to the research of leasing in modern conditions is considered in the article. Formal and informal institutions of the leasing relations are investigated. Ratios of public and subjective expenses and benefits in institutional system of leasing are shown. Features of interaction of agents of the leasing relations, their interests and tendency to manifestation of opportunistic behavior are investigated. The typology of mechanisms of implementation of institutional changes is considered. The need of structural changes of the institutes of leasing relations is proved. It is offered to introduce “institution of engineering” in the structure of institutions of leasing relations. It will allow providing harmonization of the interests of the agents of leasing relations, decreasing their opportunistic behavior, and reducing the transactional expenses of the participants of leasing. It will promote prevention of their opportunistic behavior and reduction of transaction expenses of the participants of leasing. In our opinion, “the institution of leasing” is a set of formal and informal rules, norms and mechanisms of enforcement of their performance (institutes of property, financial rent (leasing), crediting, insurance and other institutes of leasing relations), which govern the property and economic relations, the arising relations with acquisition of ownership and its subsequent assignment for use for a certain time with payment. These norms and rules are necessary for ensuring stability and definiteness in the relations between the participants of leasing, and also for protection of their rights and economic interests.

This article considers building information modeling (BIM) maturity levels as an ability to operate BIM technology both at an individual project and across the enterprise. The main indicator of BIM implementation maturity is the level of technological and organizational changes in a company. 3 levels of BIM maturity according to BIM Task Group are shown. This article shows some basic criteria of effective BIM-technology implementation. The core transformation is process reengineering, which gives a vector to all subsequent changes including conversion of organizational structure and material and technical equipment. In this regard, the early stages of BIM implementation major cost falls on process reengineering, especially on the transition from CAD to BIM. The radical conversion of work processes entails a review of the staff of the company in terms of the structure and qualification. Other types of BIM implementation investments for the subsequent stages of the project consist of the costs on structural changes, staff education, technical provision and infrastructure development. In order to estimate the investment in the process of implementing BIM all of the costs must be presented in monetary equivalent. This process is complicated by the necessity of converting high-quality information and time parameters, so it is advisable to appeal to the expert evaluation of the data. In addition to monetary costs of the implementation process there are some immeasurable ones. It is vital to take into account the losses associated with the absence of employees in the workplace at the time of re-education, as well as the costs of the process of evaluating the effectiveness of BIM.

No doubt that the accounting information in financial and economic life of society is very significant. The actions of economic agents depend on the quality and completeness of the accounting information. An accounting policy of an enterprise is a certain system of ways of accounting, which is approved by the enterprise to help all concerned to get full and correct accounting information. Making solutions on the basis of key performance indicators gives opportunity to analyze the minimal number of quantitative indexes essential for an enterprise, which reflect the degree of achieving the stated goals. The key indicators are the indicators of performance efficiency of both the departments and the enterprise as a whole. A balanced system of indicators helps classifying the key efficiency indicators and establishing interrelation between strategic and operational performance level. The article describes the elements of accounting, in particular methods of assignment to production use of inventory, from the point of their impact on key economic indicators and, consequently, on the overall strategy of the construction enterprise.

At the stage of organizational preparation of the concentrated construction the main objective is the formation of the expected directions of territorial development. The result of the information output of this stage is geoinformation data, i.e. regulatory references on the territories of different function: industrial, civil, social, transport schemes, etc.. It is necessary to emphasize that the methodological basis for complex preparation of separate building sites, residential estates in the form of residential districts and buildings of this type of concentrated construction, has already been rather fully stated in the works of many scientists. At the same time such features of the concentrated construction are subject to the research and systematization as: the variety of the types of construction models of multi-purpose objects; preference of various cluster territories in the volumes and terms of investment; combination of separate stages of organizational preparation for the purpose of delivery of the sites within the planned terms of the beginning and the end of construction. The advantage of territorial cluster economy is in the fact that payback periods of infrastructure facilities are much less, than, for example, in case of infill construction. Besides, in case of cluster construction the investment of the preparatory period and the construction period are carried out from different sources and this type allows investors invite not only the state and municipal sources, but also the means of individuals. For effective work of a complex method of the organization of cluster building it is necessary to optimize schedules of investment streams and to lead them to an optimum look. Thus, the effective work of a complex method of a territorial cluster construction requires close cooperation of the participants with each other, with investors, government bodies, banks, consulting organizations, scientific research and educational institutions for further introduction and development of cluster construction. Effective organizational preparation of cluster construction will allow beginning and bringing into operation the cluster objects in due time.

RECONSTRUCTION IN A CITY The demand in comfortable housing has always been very high. The building density is not the same in different regions and sometimes there is no land for new housing construction, especially in the central regions of cities. Moreover, in many cities cultural and historical centers remain, which create the historical appearance of the city, that’s why new construction is impossible in these regions. Though taking into account the depreciation and obsolescence, the operation life of many buildings come to an end, they fall into disrepair. In these cases there arises a question on the reconstruction of the existing residential, public and industrial buildings. The aim of the reconstruction is bringing the existing worn-out building stock into correspondence with technical, social and sanitary requirements and living standards and conditions. The authors consider the currency and reasons for reconstruction of residential buildings. They attempt to answer the question, what is more economical efficient: new construction or reconstruction of residential buildings. The article offers a method to calculate the efficiency of residential buildings reconstruction.
